The United Nations Secretary-General Ban Ki-moon has Monday submitted Special Envoy Martti Ahtisaari's Kosovo status proposal to the UN Security Council.
The status proposal recommends internationally supervised independence for the southern Serbian province.

Serbia has improved its regional relations and economy, but needs to progress in other areas such as co-operation with the International Criminal Tribunal for the former Yugoslavia (ICTY), according to the OSCE Mission to Serbia's annual report, presented today by the Head of the Mission, Ambassador Hans Ola Urstad.
In its annual report on human rights practices in Serbia, the State Department highlighted numerous problems including widespread corruption in the police and the judiciary, impunity, inefficient and lengthy trials and government’s failure to cooperate with the Hague Tribunal.
The ICJ found that Serbia had violated its obligation under the Genocide Convention to prevent genocide in Srebrenica, as well as that it had violated its obligations under the Convention by having failed fully to co-operate with the International Criminal Tribunal for the former Yugoslavia (ICTY).
Comprehensive proposal for a Kosovo status settlement; details for implementing the plan are given in annexes, which are yet to be released.
The Serbian government’s unwillingness to confront the past seriously as well as delays in undertaking legal and other reforms contributed to a still unsatisfactory human rights situation in 2006.
There are four war crimes trials underway in Serbia at the moment: two for war crimes committed against Bosniaks, one for a war crime committed against Albanian prisoners, and one for a war crime committed against Albanian civilians.
