The round of the Belgrade-Priština dialogue that ended in Brussels on Feb. 24 yielded an agreement of the following content:

Arrangements Regarding Regional Representation and Cooperation
1. Both parties confirm their commitment to effective, inclusive and representative regional cooperation.
2. To this effect 'Kosovo*' is the only denomination to be used within the framework of regional cooperation.
3. The footnote to be applied to the asterisk in para 2 above will read:
"This designation is without prejudice to positions on status, and is in line with UNSC 1244 and the ICJ Opinion on the Kosovo declaration of independence."
4. 'Kosovo*' participates on its own account and speaks for itself at all regional meetings.
5. Where new agreements are to be initialed and/or signed, a representative of 'Kosovo*' will sign under the designation in paras 2 and 3 above.
6. As concerns modifications to existing agreements signed by UNMIK, nothing in these conclusions will be interpreted as prejudicial to UNMIK's legal rights. A representative of the United Nations Mission in Kosovo (UNMIK) will bi invited to meetings organized within the framework of arrangements for which it is a signatory. It is for UNMIK to decide whether to attend any particular meeting.
7. Hosts of meetings will be encouraged to avoid the display of national symbols except for their own and those of the EU, taking into account the statutes of relevant organizations.
8. The EU as Facilitator will inform relevant regional organizations and entities of these arrangements for denomination, representation and signature. They should be reflected in the practical organization of regional meetings. The EU will monitor the implementation of these arrangements.
9. Both parties and the EU will urge partners to support these arrangements and to assist in their implementation.
10. The regional organizations referred to in these conclusions are existing and future intergovernmental organizations or arrangements whose aim is to promote cooperation or integration in the Balkan region. "Regional meetings" includes meetings of these organizations and also ad-hoc or informal meetings with similar aims. It also includes meetings with EU institutions in the context of the European agenda.
11. These arrangements are adopted on an interim basis.

There is a distinct difference between UNSC resolution 1244 and ICJ opinion on Kosovo Albanians declaration of independence.
UNSC resolution 1244 is a document contaioning mandates.ICJ is a document containing opinion only, no mandates.

I don't think that two things can stay in one line. I don't think that UNSC 1244 Resolution can stay in one line with ICJ opinion, because ICJ opinion has removed UNSC 1244 as an obsticle for Kosovo to declare it's independence.

What do think it means? It could mean that the agreement stays in effect unless BOTH sides agree otherwise. Nothing says that Serbia cannot agree to recognize Kosova officially in order to be given a date for ascension talks. Provided, of course, if Serbia is not prevented gaining candidate status.

Both sides give some, and so far, it appears to be in line with the Tadic plan for autonomy that Pristina declined in 2008, and that it recognizes that the status for Kosovo is disputed.
However, it is quite amazing that such a document has not been signed many years ago. There is nothing here that controversial, except for those who actually believed that Tadic would cave and recognize Kosovo.
Now it is time to look at the big questions as well as practical, temporary, solutions within Kosovo. that will be much harder, so if this takes 4 years, how long is the rest going to take? 40 years?

Correct. Serbia didn't want to have Kosovo only as an observer. Well, this obsession to be not to be a state is even worse in Kosovo:
Thaci had to give up his demands to be represented as an independent state with the full name 'Republic of Kosovo'. Now Kosovo is represented in a realistic way that exactly describes the status quo, being a disputed territory with an unsettled status, under UN1244 and under an ICJ ruling about the legality of the UDI.
And yes, Kosovo gained something I consider much more valuable than bought recognitions: To be represented in regional meetings/conferences and being able to speak for themselves, make contracts and sign agreements. Obviously, the extremists in Pristina don't see it that way, because they seem to care more for stupid symbols, names and signs instead of more important things.
