The document suggests that the state of religious freedom in Serbia proper has deteriorated “because of the problematic law on religion and the Ministry of Religion's arbitrary execution of the law.”
The report cites instances of discrimination and acts of societal violence directed against representatives of religious minorities.
As for the situation in Kosovo, the report concluded that the respect for religious freedom by the Kosovo government improved during the period covered, while the government policy "continued to contribute to the generally free practice of religion."
the state department critized the Serbian gov't b'c Serbia considers Jehovah's Witnesses a cult. But that is exactly what they are. What else do you call a group that would rather have a person die than get a blood transfusion? all Serbia did is call a spade a spade.
