That’s what it “means” to you.
Normal to Serbia, Russia, India, China and the majority of the world population “means” that KiM is an integral part of Serbian territory. That’s also what it means to the UN and UNSCR1244.
I can guarantee you that no so called “Kosovo” will ever be a member if the UN.
So please do continue to write your own dictionary and define your own meanings. The majority of the world has already defined your non-existence.

  5. Yesterday, she was also in Pristina, where at a press conference with the president of the temporary institutions of Pristina, Vjosa Osmani, she said that there is a new investment plan that works very well and that success can only be achieved if Belgrade and Pristina normalize their relations.

Normalisation of relation means that Serbia must recognise Kosovo independence. To give Serbia a breathing space for his public, Serbia is required to de facto recognise Kosovo independence and Kosovo to do the arrangements for the CSM (self management) according to its Constitution.
