Russians rarely if ever used to associate them self with bears.
This is a product of foreign creation: a group of emigrees working for Napoleonic propaganda machine back around 1812. Later the same group was responsible for "Elders of Sion" hoax, so take the "bear" thing with grain of salt. If anyone associated with Russia talks about bears, usually a joke is in his mind.
More recently people started to mind that seriously, but I am not in favor of this because it is not associated with good things historically.
It is idiotic to explain own comment, but who does not understand: the original comment was an irony, to mock the "bear" association which I don't like at all.
