I can tell you EU although are holders of such talks Belgrade-Pristina. EU has no POWER to make siptars nor the serbs implement.
Proof is in the pudding all signed by the siptars was not delivered.

Like they signed UN resolution 1244 by which they are the part of Rep. Serbia but in 2008 illegal formed so called Republic, independant, Sovreign.

2) The "Ultimatum" is a big misnomer. There is no "Ultimatum" and can't be.
"Ultimatum" in diplomacy is like "Letter of Demand" in a lawsuit: a last, very formal step before a strong case escalation would follow like war or a "prayer for relief" (suing).
But here I don't see any room for escalation.
First case: let's suppose, Serbia instantly accepts everything. And signs the proposed "ultimatum" without even reading it. The only benefit for Serbia: in many years (provided Croatia does not object it), they could become members of the EU. Unfortunately we do not know, how "EU" will look like at that time, but maybe it will be OK.
Second case: no matter, what Serbia rejects everything. As a result, there could be a setback: while they could become members of the EU (provided Croatia does not object it) - that process *** maybe *** will take longer.
There is no and legally can't be any binding promise from the EU because that would violate the rules how a country becomes a member of EU.
There could be many underlying technical reasons (think for instance that Lajcak is rejected by Albanians) for this paperwork (to make Lajcak more acceptable) which no one here can even guess.
Calling this an "ultimatum" is a cheap journalism from Novosti. But at least people are now aware. Regardless, this is a political farce.

If this report is accurate then great. About time the US and EU openly say they support the illegal
