Pompeo is not authorized by not-yet-born to say anything.
On the other side no guarantee, Russia or Ukraina will be in the form they are now.
Like everyone who knows or is obligated to know history (maybe I am over-estimating Pompeo) he knows that neither Russia, nor Ukraina nor Belarus is a legitimate country.
The only legitimate country is USSR simply because it was broken up against people's will and the act was done solely to secure the "right of theft" of public property of three major criminals.
This is very much unlike Jugoslavija.
The statement of Pompeo is totally meaningless, except that it is done in a year of re-election and probably is for domestic consumption.
How much of US "support" can the otherwise now quite sympathetic Ukrainian government secure was shown during the impeachment process.

I seriously hope, you mean the US government which is rarely an example of clear vision, honesty and morale (and not, for instance Serb or Russian engineers who are still working in the U.S. as a gastarbajter - how long? Watch Russia fold next week when OPEC meets. They have been pressing Russia to lower oil prices because of lower demand. However, Russia can’t profit at the lower price OPEC wants.
Spot oil price is somewhat below $50/barrel. Russia must accept lowering prices despite Putin’s objections or they will be the only country charging more. Who will buy oil from Russia then, not Serbia! Vlad is unknowingly setting up Russia for a return to bankruptcy. This is what happens when a regional power thinks they are a world power.

The United States of Hypocrisy! Do as I say, not as I do.... The irony here is that the US set the precedent for Russia to take back Crimea. Stay the course Putin, Trump will have more freedom after this election and you two can build on your Bromance. Donny was reluctant to sanction Russia in the first place, so hopefully this will ease up over the next 4 years.

Kind of bizarre example because Bulgaria is far closer and there are enough Serbs in Bulgaria or Bulgarians in Serbia in that area.
Now if I would substitute the word "Romania" with the word "Bulgaria" in your example, than the answer is "I just don't know, depends on many other circumstances".
Without that, the answer (Zajecar in Romania) is of course a straight "no".

My position regarding your question about Crimea vs. Russia vs. Ukraina is a definitive and strong "YESNO" or in German "JAIN".
The reason is that I simply do not know all circumstances. I would not mind to go there, just the Russian North and some parts of Sweden are more appealing to us in Summer, sorry.
Sure, for Putin the ownership of Sevastopol is of strategic importance. And he decided to play the Kosovo card.
For me personally this is a no-issue because either way I can visit Crimea.
But if you want to look deeper, start with Yalta, how Stalin made FRD a fool with "Crimea Republic" for Jews, how Khrushtchev made Americans look even more silly and to be honest:
Ukraina, Russia and Belarus are illegal break-away states. Because the break-away happened illegally, against the will of people and was done by three criminals.

Just so I am clear here: The Crimeans voted overwhelmingly to return to Russia but America does not recognise the validity of that situation. On the basis of that, does it not follow that America should more clearly understand that Kosovo really is Serbia? Just a thought...
