I think, when averaged out, life might have been better under the dictator (who deserved what he got) in Libya. But I certainly wouldn't agree with your characterization. Russia needs these systems permanently based in Serbia not only for the protection of Serbia but for its own protection. S400 radars based in Serbia would link with those in Kalingrad and cover most of western Europe. This would give Russia early warning of an attack on its western borders.

Slowly but surely Serbia is arming itself against NATO LOL. The US of Piss and Wind can only circle around Serbia in their “superior” F35 but never cross over nor think for a moment of attacking Belgrade again since the S400 will pluck those superior planes will be shot down like ducks in duck season.
Look at what happened after the Russians moved in the S300 into Syria. The Jews could not fly over Syria.
As a note the superior F35 white elephant has another problem - cracking in its outer surface. The $1.4 trillion lame duck can’t even fly. Now that superiority at work LOL.
