The car will most likely be based on the Punto or the Tipo model, the report also said.

Not yet, but in this globalized world they may start it any time.
It's less about the place, more about the technology and other policies of the manufacturer.
The great break-through was from Chrysler who dared to start a 70+ mpg hybrid mini-van in the "Western" world.
Otherwise IMO the most usable car right now is the Toyota RAV-4 hybrid SUV (U.S. model).
Japanese rarely miss the chance to miss the chance, but with RAV-4 AWD SUV hybrid they seem to play all cards right: performance + safety + usability + price + space + fun factor + design
