The European Union, United States and Russia diplomats, Wolfgang Ischinger, Frank Wisner and Aleksandr Botsan-Kharchenko, completed the report after 120 days of unsuccessful talks between the Serbian authorities and the representatives of the Kosovo Albanians.

The document, available for download below, will be discussed in a Security Council session on December 19.
