Since its publication, the document has been amended with the following correction to the last sentence of Paragraph 28:
"During the meeting, four sub-working groups were established to assist in the design and adoption of a comprehensive strategy on transitional justice in line with the four pillars and focusing on: institutional reform, the right to justice, the right to the truth, and the right to reparations."

Oliver Ivanovic is still in pre-trail detention for 'war crimes' so it seems that EULEX is following the ICTY's worst case examples in keeping suspects in prison for extremely long periods so it gives prosecutors time to come up with evidence.
EULEX is directly abusing the right of a defendant a fair and swift trial, just like the ICTY, except that EU standards don't ever apply here. If they had sufficient evidence to detain him, then a date should have already been set for the trial. It is nowhere in sight. No one in EULEX will be held accountable for this behavior becasue they have immunity from their own actions.
