    this one, 1244 was not. it would be interesting to hear from those US- and UK-diplomats who dare to talk about "only viable solutions" why resolutions of the UN- security council were not implemented during eight years of UNMIK and KFOR-presence...

  2. We have two oposite politica positions here. Russia and Serbia versus America,UK and Europe. Hystorically Serbs have lost every military war that they started. Politically that would be another a double defeat for both Serbia and Russia. I feel sorry only for innocent Serbian people that have been manipulated so badly by their leaders. They soon will realise when Kosova becomes independent that they will be better off and leave behind their bad leaders.

  3. You need to ask yourself how you got here to understand the blame game. As I read comments from many of you on B92 I see the International Monetary Fund and the World Bank policy at work. Yugoslavia is a case book example of what John Perkins speaks about in a Video from Seattle Washington. The blame game is on. Ethnic groups blame one another for their economic and social problems when in reality the problems were hoisted on you from the outside. John Perkins, a former CIA operative and author of “Confessions of an Economic Hit Man,” tells how the U.S. loots and destabilizes other countries, using murder and the military only when economic means fail. Perkins was the front man for the US government in destabilizing countries. In 1946 when the United Nations was created United States refused to join the United Nations unless the International Monetary Fund and the World Bank were placed under their control. They use these two institutions to manipulate the world economy for their benefit. Loans made buy these institutions are seldom if ever made directly to the nation that took out the loan. The loan is made to US corporations which supply goods or services to the country that took out the loan. Almost all the benefits of the loan work for the betterment of economic life in America since the loan dollars are multiplied through the American economy. The country that took the loan out, however, must pay it back anytime the IMF wants or does not like the political or economic direction of the borrower.. In Canada for example if I take out a demand loan from a bank the bank can write me a letter any time during the life of the loan asking for the loan to be repaid. Since I took the loan in the first place because I needed the money I am not able to pay it back, the bank than takes my home or any other assets that I might have. This is how the IMF and the World Bank work. IMF and the World Bank did not like the Socialist policies in former Yugoslavia. The Yugoslav government of that day refused to follow the “dictat” of the IMF and the World Bank which of course was US government policy or “dictat”. The IMF and the World Bank called in the loans which Yugoslavia could not pay. This was followed by the economic crisis. This crisis was followed by economic chaos unemployment, and ethnic groups (Slovenes, Serbs, Croats, Muslims, and Albanians) were manipulated by American agents like John Perkins and paid informants of the American government within Yugoslavia to blame each other for their economic problems.. US spent over a billion dollars to destabilize Yugoslavia. This was also done in Georgia and the Ukraine. I call these agents, and you know well who they are, American Trojan Horses” in the country. They are used to spread rumors that this group or that group in the country is at fault. They also use the friendly media, finance and train terrorists and politician who are on American payroll to fan the flames. Comments by many of you on this blog reflect that manipulation.   4. UN resolution was fully implemented, as well as standards are fullfilled. They gaged the implementation process throughout pas years and came up positive. i dont know where this conclusion is coming from after 8 years constant check. bsss

  5. Jovan come in Kosova and experience how the UNSC resolution is implemented but of course you have to accept the new realty. I’m working with a guy form Macedonia called Vlado , he is respected everywhere where he goes through out Kosovo since he accepts the new reality that Kosova should be ruled by Kosvars who are living here not from Belgrade at the end this is democracy. Serb are rejecting everything what comes from Kosova democratic elected institutions even though in many things they are privileged but they don’t exercise their rights ,all what Serbs want is to return VJ and install in Kosova a Police state, this is a past and they should live with new reality. If you refer to freedom of movement I will inform you since it is obvious that you are not informed, all Serbs in Kosova refuse to put the UN plates in their vehicles since they don’t recognize the UN administration even though this is illegal they are driving their vehicles with old YU plates, everyone In Kosova knows that Serbs are using their own old plates , if somebody feels threatened I ask you how he puts himself a target because he identify him self with car plates as Serb, I tell you that he uses the old YU plates because Serbs feels very secure to drive through out Kosova and they know that no one will harm , this one example that reject your statement that there is no freedom of movement, Come and experience this.

I thought 1244 was a compromise that at one side preserved the sovereignty of ex-FRY, later USM but on the other side left the doors open for status determination, which in itself rules out the autonomy within the Serbia, otherwise there would be no military intervention. According to Russia and Serbia I am wrong, and together with me also the western countries who contributed in peace, stability and development of Kosovo. Same countries say that there will be no turn back in pre-1999 status, which includes the 1989 when Kosovo had a higher degree of autonomy within Serbia, but also entitled to presidency of SFRY like other republics.
    Such status was taken by brutal force used by Milosevic regime supported by Serbs, in Serbia and Kosovo. Now, Russia wants SC council to accept and recognize what Milosevic did and that is to give Kosovo something less than it had as part of SFRY.
    Nobody would accept this, especially people of Kosovo, since they now how they were treated under Serbian Regime which was supported by Serb people, but who was taken out only after it lost the war in Kosovo, otherwise if such regime would succeed in implementing its plans, I'm sure that Milosevic would be still in power and would be treated as a hero by majority of Serbs.
    I have to remind some people that we are currently in 2007 which is ten years after 1997 so the situation has drastically changed here in Kosovo.

    1244 was respected, especially the sovereignty of Serbia, this can be seen from the fact that goods entering from other states in Kosovo are treated as imports, whereas goods from Serbia are treated as domestic products, this is in line with 1244. If this side of 1244 was respected than the other side of it should also be respected and that is status determination, which has to take into account the will of the people living in Kosovo.

  7. Serbia has never accepted UN Resolution 1244. It doesn't allow the Kosovo Serbs to join Kosovo institutions (set up under UN Resolution 1244) and does not recognize documents issued by UNMIK. Who is against UN Resolution 1244 then?

    ino some way you have answered yourself to your comment. The 1244 is not being fullfilled, because it is not viable. (By the waythe Serbian side has done nothing to honour its obligations and has done everything to sabotate it (parallel authority north of Ibar, boycotyting the multietnical instituions of Kosovo). We all know that, and we know how it was born, as a compromise to stop the war and that it was a provisory resolution. Now it's high time for the sustainable and viable settlement.

Between the 3rd and the 5th century it was devastated by the Visigoths and the Huns, who, however, left no lasting mark on Illyria. But the Slavs, who started their incursions into the Balkan Peninsula in the 6th century, had by the end of the 7th century transformed the ethnic structure of all the Illyrian-speaking territories. Croatia, Serbia, Dalmatia, Bosnia, Montenegro, and parts of Macedonia lost their Illyrian language and were thoroughly Slavonized, so that only the Albanians remain as direct descendants of the ancient Illyrians.   10. JOVAN, are you the serbs ready to accept all what is said in UN resolution 1244? Do you know that you were the ones that did not sign it and because of that you got bombed? Do you know that in res. 1244 says that " after three years the will of the Kosovo people has to be in consideration regarding the future status of Kosovo". Do you realize that if you want the 1244 res. to be used then Kosova should have been independent by 2002, taking in consideration that in 1999 it was adopted and in 2002 it would be 3 years.
    JOVAN, I can see that you and your type politicians such Kostunica want to use anything possible to stop Kosova but its ALL OVER, KOSOVA WILL BE AN INDEPENDENT COUNTRY NO MATTER HOW MUCH YOU SCREAM.
    Good luck dreaming but your dreams are almost over, soon you will face the HARSH REALITY.

  11. for ocular inspections like the UNSC members did, the things to observe are not the mushrooming buildings on a random basis without proper zoning, but the names of the establishments, public utility vehicles, road infrastructures, and public buildings. in pristina, all establishments are albanian named as opposite to gracanica and mitrovica where it is serbian. this indicates lack of multi-ethnicity. you cant see albanian taxis in north mitrovica. this is a very good indicator for a short visit like that and they have taken note of it. serbian villages and orthodox chruches are guarded by KFOR after 8 years!!! NO FREEDOM OF MOVEMENT!!! NO MULTI-ETHNICITIY!!!

    My goodness Afrim Hoxha, you really are totally and utterly confused!!! That was not 1244 but the Rambouillet Accord! Yugoslavia refused to sign the Rambouillet Accord and was that was why she attacked by Nato in 1999. UN passed 1244 after the attack and it specifically recognized respect for the territorial integrity of Yugoslavia. That's why the US and Pristina are so desperate to have 1244 repealed! Please get your facts right before you post!

    "11. Decides that the main responsibilities of the international civil presence will include:
    ...
    e. Facilitating a political process designed to determine Kosovo's future status, taking into account the Rambouillet accords (S/1999/648);"

    Rambouillet accords, is mentioned every time in the resolution where Kosova's future status is concerned, and here's what the Rambouillet accords require:

    "A MECHANISM FOR FINAL SETTLEMENT

    Three years after entry into force of the Accords, an international meeting will be convened to determine a mechanism for a final settlement for Kosovo, on the basis of the will of the people, opinions of relevant authorities, each party's efforts regarding the implementation of the Accords, and the Helsinki Final Act."

    On the basis of the will of the people - do you read that?

    Now, if Serbia and Russia want to respect and implement fully Res 1244, they should accept the will of the people of Kosova, unquestionably, they are bound by international law (R1244) to do so. Any final settlement of Kosova that goes against the will of the people, would be illegal by international law, as simple as that.

    Furthermore the R1244:
    "Demands in particular that the Federal Republic of Yugoslavia put an
    immediate and verifiable end to violence and repression in Kosovo, and begin and
    complete verifiable phased withdrawal from Kosovo of all military, police and
    paramilitary forces"

    The Serbian paramilitary forces, such as the Bridge Watchers in N Mitrovica, and other paramilitary forces sponsored by Belgrade in North Kosova, are also illegal under resolution 1244, and should have been withdrawn together with the rest of the Yugoslav forces. For all of you that are hoping for a forceful division of N Kosova, 1244 calls for the demilitarization of any armed group in Kosova. So why are the bridge watchers still there? How can Belgrade scream about international law, yet in the same time shamelessly break this international law by sponsoring such paramilitary groups.

    1244, also required the Yugoslav forces to be withdrawn outside of a 25 km perimeter from Kosova's border, so a full implementation of 1244, should also see this military outside of this buffer zone.
