NATO learns and some else pays. Worse still we get other, (even more evil) proxies to do the dirtiest work (as in Croatia, Bosnia, Kosovo, Egypt, Libya, Syria, Iraq, Ukraine, etc.).

While they should have learned that terrorism, genocide, flows of refugees, weapons/people/drugs trade really takes off after NATO or NATO countries intervene somewhere.

It would be interesting to hear Stoltenberg's ideas on "projecting stability in Kosova, by training local forces and building local security institutions".
