Basescu made the statement in Bucharest on Friday, after returning from a two-day tour of the countries of the region, including Georgia.

"The problem that started with Kosovo must be stopped," Basescu was quoted as saying by the German news agency DPA.

Basescu said that in principle he was in favor of ethnic minority rights of a cultural nature, but only on an individual basis and never in conjunction with territories, the news agency quoted him as saying.

"It is wrong to grant ethnic minorities collective territorial rights," Basescu said.

"Western forces do not realize this and the consequences are major problems with territorial integrity in the Balkans, the Black Sea region, and in other parts of Europe," the Romanian president said.

Basescu, whose country has not recognized the Kosovo Albanians' unilaterally proclaimed independence of the province, "strongly criticized the west's policy on the region of the Caucasus", the report said.

Their peace mechanisms have been proven inefficient, he said, because they have done nothing to eliminate tensions.
