EU High Representative for Common Foreign and Security Policy Javier Solana shared his opinion regarding the establishment of the EU’s outer borders with the Berlin daily Zeit.

“The European Union’s borders cannot be chiseled into stone and they are thus not fixed,” he said.

The EU can, according to Solana, decide not to expand beyond the states that have already entered integration talks, or those to whom it promised a clear European future, including those in the Balkans..

When it comes to the future of EU borders, the German daily reiterated the fact that the EU border issue has been made part of the debate surrounding the European Constitution that was denied support in the Netherlands and France.
